I have been vindicated. After the fourth and final email, and numerous phone calls, Qwest finally realized that I may not actually want to pay for long distance AND a Long Distance Block on the same phone line. I have been paying for both of those things since I moved into this house, and they were unwilling to deal with my request... until now, that is. I have had my account credited $163.24. With it going to this bill, I will not have to pay my bill for the next two months! HAH!
